Windows 10 laptop not charging free

My brother got a Windows 10 Computer in November of He and I both use it, because I don’t have a computer. I noticed yesterday that the battery wasn’t charging. I’ve rebooted it, uninstalled that APCI thingy, and it’s still not charging. Everything is connected. It doesn’t even recognize that it’s connected.
